TEAM/PROGRAM: Program Implementation
LOCATION: Central Indonesia Area (Bandung Office based with frequent field travel)
Child Safeguarding: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because he/she works in project area; or is visiting project areas


Yayasan Sayangi Tunas Cilik (Save the Children in Indonesia) is changing for the better. We’ve begun to build a national organisation that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focusses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership

We See Equal: Transforming Gender Norms among School Children – P&G Gender Equity’ project in Bandung Field Office, The Post holder will ensure quality and timely project implementation in line with the overall planning framework, and in compliance with Save the Children and donor policies and procedures. In close collaboration with Health and Nutrition Program Manager (PM), she/he will also contribute to succeed P&G Gender Equity project implementation as planned and met as scheduled and up to the expected standards and quality benchmarks. The MEAL OFFICER will ensure the development & implementation of a MEAL system according to SCI standards, will build capacity of staffs, strategic, implementing partners if any to have adequate MEAL knowledge and skills to ensure availability and quality of data that support project staffs and management to improve project intervention/strategies, analysis and reporting. In addition, the post holder will be Area MEAL focal point with the donor and stakeholders.

The post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organization are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Membership Accountability Framework.

The post holder will ensure that learnings from the project are documented and shared to improve the quality of interventions, and that community accountability mechanisms are established and maintained in all project sites. In close collaboration with other sectors, the post holder will contribute to quality of report that required data of beneficiaries, project’s KPI, assessment/research/evaluation, case studies all projects met the expected standards and quality benchmarks. In collaboration with Communication Department and Program Managers, he/she will contribute quality communication materials that provide valid and accountable data and information which met the communication standard, respect and focused to the best interests of children. He/she will also ensure quality and timely implementation of MEAL activities in line with the overall planning framework, and in compliance with Yayasan Sayangi Tunas Cilik and donor policies and procedures.

Save the Children in Indonesia approaches the problem of child right for Health and Nutrition; Protection and Education and Adolescent Successful Skill Transfer thematic through varies projects. Currently, the area covers West Java and East Java Provinces and possible to extend if necessary based on situational and analysis.

The post holder will contribute on achievement of the global KPIs on Operations Delivery, and contribute to achievement of global KPI’ as follows:

  • Awards management
  • Risks and financial management
  • Global Management Indicators
  • Humanitarian and Emergency Response

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Actively involved in developing and implementing high quality programs:

  • Ensure the MEAL Plan development and implementation of We See Equal Project, in line with project indicators and project targets and objectives and KPI (Key Performance Indicators)
  • Ensure MEAL frame works are fully understood and applied by all program staffs and its partners if any
  • Support the WSE Project’s staff to implement effective mechanism in ensuring the learning from the project are well documented and shared and that community accountability mechanisms are established and well maintained
  • Collaborate with National MEAL team in development and piloting of the online centralized database management solution and mobile data (digital, SMS, etc) data collection to established effective and efficient MEAL system including learning & accountability
  • Collaborate with the project staffs on the process data collection and documentation, ensuring the project meets Quality Benchmark and other program quality standard.
  • Ensure the quality of data inputs into database, and undertake regular field visits to validate data, conduct data cleaning activities, provide trainings for field facilitators on data collection, etc.
  • Develop the methodologies and consultancy ToRs for the evaluation design. The post holder will supervise direct or indirectly all MEAL related consultancies.
  • Give a clear directions and guidelines to We See Equal Project’s staff how to keep & updated data base and tracking in accordance with the project guidelines, MEAL Plan and project KPI.
  • Support other team members in development of research methodologies as planned within the project
  • Assess and build the capacities as necessary of local partners on data collection methodologies within the overall MEAL framework as needed.
  • Support Program Manager through data collection and analysis for reporting, communication with donor and develop new proposal.
  • Lead implementation of complaint and feedback mechanism, and ensure active child participation as part of accountability principles as well as sharing knowledge among project staff & key stakeholders
  • Provide inputs into area annual planning and reporting processes as required by the authority
  • Conduct other duties as assigned by line manager, and engage in humanitarian response if needed.

Oversight the Project Implementation and Quality

  • The role of the MEAL OFFICER is to ensure quality MEAL framework of We See Equal Project is in line with SCI global project requirements as well as donors
  • Ensure that all information on project activities are collected, recorded and updated periodically through MEAL tools and serve as a basis for analysis against KPI achievements.
  • Provide clear technical MEAL support, direction and guidelines to other team members and partners.
  • Collaborate with the global technical expertises in establishment and piloting of online data base.
  • All the partnerships with individuals, institutions, civil society, youth and communities are developed and maintained with mutual respect each and focused on the best interests of children.

Financial Management:

  • Ensure effective and efficient use of resources to support MEAL activities in line with Save the Children policies and procedures and donor requirements.
  • Collaborate with Program Manager contribute regularly monitor budget spending (BVA) and analysis 5 days prior to financial hard close and proactively propose any modifications to expenditure plans and projections to contribute the achievement of actual versus forecast (within 3% variance)

Humanitarian Response Management:

  • Participate the Indonesia Emergency Response Team and respond on emergencies affected in the project’s areas in line with global SCI emergency policies.

Brand and Reputation:

  • Contribute to ensuring staff member under post holder supervision are aware and are actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners

Facilitating Transformational Change:

  • Promote culture of high performance through implementing necessary processes to measure performance against key indicators at field office level.

Growth, Impact and Development:

  • Participate to identify innovative and best practices in order to leverage opportunities and enhance the potential for delivering greater value in the project level and ensure that teams collaborate to best effect.
  • Contribute for the real shared ownership and collaboration among SCI staff, partners and other stakeholders at area office level.

  • Maintain clear and effective communications within the team member
  • Ensuring communication flow effectively between program, partners and other external stakeholder

  • Support initiatives to build and maintain a high performing, accountable, motivated team, leading and engaging partners while also attracting new talent to the organization.

Staff Management, Mentorship, and Development – Program Implementation:

  • Document partner performance (if any) that is less than satisfactory, with appropriate performance improvements/ work plans.
  • Build capacity of program staff and Save the Children’s partners (if any) and ensure advocacy is included in their plans and annual objectives


  • Any other task & responsibilities assigned by the Supervisor and to comply with Save the Children and Yayasan Sayangi Tunas Cilik’s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures



  • Minimum Bachelor’s degree in relevant field (Master degree is preferable)
  • At least 3 years work experience with non-governmental organizations, and experience in managing M&E for Chid Right Program (health, nutrition, road side safety, child protection, inclusive education, youth education, child right business principles and child right governance)
  • Proven experience in implementing monitoring and evaluation methodology, able touse statistical analysis, experimental design, sampling methodology, and/or data collection and analysis for program improvement and reporting.
  • Proven ICT skills, and experience in management database as well as using various technology including mobile, GIS and data analysis software, such as SPSS.
  • Excellent interpersonal skills and demonstrated ability to lead team work as well as to develop and maintain strong relationships project staffs and beneficiaries.
  • Ability to perform and prioritize multiple tasks.
  • Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation;
  • Ability to design system and application requirements based on users output requirements.
  • Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia


  • Understanding of Save the Children’s vision and mission and a commitment to its values
